My mom made a ghetto version of this (eg: ground beef + onion powder (wtf?!) + tomatoes + dried oregano and basil + elbow macaroni + cheddar cheese + NOTHING ELSE) when I was a kid.  Hers goes in the oven at the end, though.  I survived on it last winter when my grocery budget was $20 a week.  Note: I managed to afford real onions in mine.]]></description>
